					<description><![CDATA[A survey conducted by the European Federation of Journalists revealed disparities in conditions freelancers face and in the levels of their social rights’ protection.]]></description>

<p><span style="line-height: 20.8px;">A survey that mapped freelance journalists, i.e. professional journalists with no employment, conducted between May and November 2015, was launched by the European Federation of Journalists (EFJ) in order to update their database regarding the social status of the freelance journalists and their position in professional associations in Europe. Thirty-three organizations from 28 countries responded to the survey, and the results revealed disturbing differences in the levels of their social rights’ protection, and particularly in their right to organise themselves in unions to defend their professional interests.&nbsp;</span></p>
<p>Freelance journalism is no longer an atypical form of work. It is well known that the great problem in Croatian newsrooms is the RPO, which violates the model of registered tax payers by giving journalists with freelance status (independent journalists) the same obligations as employed journalists, but not nearly the same rights. This in turn discourages any serious union activity, because nothing prevents the employer from firing such workers.</p>
<p>While some affiliates, like the German Deutscher Journalisten-Verband (DJV) and the Polish Association of Journalists (Stowarzyszenia Dziennikarzy Polskich), indicate a very high rate of freelancer’s affiliation (around 70% of members), others, like the Turkish Türkiye Gazeteciler Sendikası (TGS) and the Greek Enossi Syntakton Imerission Efimeridon Makedonias Thrakis (ESIEMTH), don’t accept them at all. In Turkey, any worker who wants to join a journalist’s trade union must be an employee and active in the media sector. The membership in the union is automatically lost if you get fired from your job or change your status.</p>
<p>In most cases (57% of respondents), freelancers need to have professional journalist status, defined by the national legislation, in order to become members of unions and associations. In Azerbaijan, Bulgaria and Poland, a minimum threshold of publications is also a condition for the membership. Only 54% of affiliates handle the issue of freelancers on the level of national (31%) and local (23%) branches of unions or associations. <p>Croatian freelance or employed journalists didn&#8217;t participate in the survey, and neither did the Trade Union of Croatian Journalist (TUCJ), that numbers more than 3000 members and has branches in more than 60 media. Members of the TUCJ can be journalists and media employees, as well as freelance and retired journalists.</p>
<p>In 2013, The Croatian Association of Freelance Professionals was founded, as a non-profit association aimed at representing the interests of certain groups of workers – freelancers, who are not recognized by Croatian laws. The Association currently has around 2350 members from all parts of Croatia, and most of them belong to the cultural and creative industries. However, the Association also includes around 90 journalists. At the beginning of 2015 they presented the results of their first national survey, which offered the first good insight into local freelance business.</p>
<p>Their official website describes the Association as a “contemporary kind of union, based on the values of cooperation, openness, togetherness, approachability and sustainability”, although it is not financed according to the union model and cannot access public funding like classical unions. Its president <strong>Matija Raos</strong> explains that members include natural persons who are working on author contracts or temporary service contracts or self-employed legal persons (independent activity, craft, <a href="https://en.wikipedia.org/wiki/Limited_liability_company#Croatia" target="_blank" rel="noopener">j.d.o.o. or d.o.o.</a>). “What connects us is that we are all individuals and our own bosses, and we are faced with a great deal of problems stemming from our professional perception (prejudice and misconceptions), unsympathetic institutions, complicated everyday business (bureaucracy), uncertainty (the dynamics of jobs and income), collecting fees, no protection from bad clients (lack of business culture), high taxes, negative credit rating, lack of social and office infrastructure and, very often, difficulty to balance private and business life”.</p>
<p>In context of journalistic profession, organizing seems to be necessary, considering the RPO system. It is a question, says <strong>Nataša Škaričić</strong>, “of extreme importance for news publishers, and it follows that what is important to the publishers is also important to the state. All the publishers in the country want the RPO to stay the way it is, in practice. They want it to be legal for journalists to do what full employees do, but with permanent status of freelancers – independent journalists”.</p>

<p><em><a href="http://www.faktograf.hr" target="_blank" rel="noopener">Faktograf.hr</a></em>, the newly launched joint project by the <a href="http://www.hnd.hr/" target="_blank" rel="noopener">Croatian Journalists’ Association</a> and <a href="http://gong.hr/en/" target="_blank" rel="noopener">GONG</a>, is the local version of similar independent internet sites like <em><a href="http://www.politifact.com/" target="_blank" rel="noopener">PolitiFact</a></em>, <em><a href="http://www.factcheck.org/" target="_blank" rel="noopener">FactCheck</a></em> and Washington Post’s <em><a href="https://www.washingtonpost.com/news/fact-checker/" target="_blank" rel="noopener">Fact Checker</a></em>, or, regionally, <a href="http://www.istinomjer.ba" target="_blank" rel="noopener">Istinomjer.ba</a> and <a href="http://www.istinomer.rs" target="_blank" rel="noopener">Istinomer.rs</a>. The site’s purpose is to estimate the truthfulness and factuality of politicians’ everyday statements using fact checking and reliable sources, in order to prevent unfounded assertions from becoming indisputable facts through sheer repetition.&nbsp;</p>
<p>&#8220;Fact-checking, a highly specialized type of journalism, is nothing new in the world, or even in our region. Croatian media scene had a need for such a project, which GONG and the CJA recognized, and decided to join forces and start a medium primarily dedicated to separating fact from spin in the public discourse&#8221;, says <em>Faktograf</em>’s editor-in-chief<strong> Petar Vidov</strong>.</p>
<p>In the long run, <em>Faktograf</em> strives to become a relevant non-profit media space where Croatia’s political life will be treated in a professional and ethical journalistic manner, free of the influence of various particular interests. However, it is in no way free of ideological values, as its founders point out – it is strongly rooted in values like freedom, antifascism, human rights and equality, and social justice.&nbsp;</p>
<p>It was launched just before the parliamentary election in 2015, in order to serve as another source of information for citizens forming the decision for whom to vote.</p>
<p>&#8220;We plan to focus on statements made by our politicians, and check the facts they use to establish if they are correct, and to what degree. Considering that we started working during the election campaign, we also decided to analyse our political parties’ election programs, so our readers could get a complete list of promises the parties made, but also the information about how concrete those promises are, which should be a good indicator of how realistic it is to expect their fulfilment when the new Government forms!&#8221;, says Vidov. &#8220;We will monitor the future Government’s work to see if they keep their promises. Furthermore, we will offer analyses and columns where we will deal with current socio-political phenomena&#8221;.</p>
<p><em>Faktograf</em>’s aim is to introduce the concept of accountability for public claims into public spaces. &#8220;Such a thing might be assumed in countries where democracy is more developed, but the statements of Croatian politicians we’ve handled so far clearly show that many of them boast with claims that aren’t supported by facts&#8221;, Vidov told us.&nbsp;</p>

										<content:encoded><![CDATA[<p>Europski parlament podržao je 19. studenog novi program Europske komisije <a href="http://ec.europa.eu/culture/creative-europe/index_en.htm" target="_blank" rel="noopener"><em>Kreativna Europa</em></a>.&nbsp;<span style="line-height: 20px;">Budžet programa iznosi 1,46 milijardi eura.</span></p>
<p><em>Kreativna Europa</em> podržavat će kulturu i kreativne sektore koji su shvaćeni kao izvor novih radnih mjesta i privrednog rasta. Podršku će tako imati i film, kina, televizija, baština, različita područja umjetnosti, prevođenje knjiga, obuka profesionalaca u sektoru kulture i audiovizualnoj proizvodnji.</p>
<p>Predviđen je i mehanizam financijskog garantiranja koji će omogućiti nositeljima malog poduzetništva u kulturi i kreativnim industrijama da dobiju pozajmice od banaka na dvije godine.</p>
<p>Europske prijestolnice kulture, europski programi u području naslijeđa i pet europskih nagrada (nagrada za kulturno naslijeđe/<em>Europa Nostra</em>, nagrada za suvremenu arhitekturu, nagrada za književnost, nagrada <em>Border Breakers Awards</em> i medijska nagrada), također će imati podršku <em>Kreativne Europe</em>.</p>
<p>Program je zasnovan na iskustvu programa <em>Kultura</em> i <em>Media</em>, stoga uključuje potprogram <em>Kultura</em> koji podržava izvedbene i vizualne umjetnosti, kulturno naslijeđe i druga područja, te potprogram <em>Media</em> koji je namijenjen financiranju filmskog i audiovizualnog sektora.</p>
<p>Program <em>Kreativna Europa</em> stupit će na snagu 1. siječnja 2014, a važit će do 2020. godine. U Europskom parlamentu podržan je sa 650 glasova, dok je 32 poslanika bilo protiv, a deset suzdržano.</p>

					<description><![CDATA[Na konferenciji za novinare u kinu Europa najavljeno je ovogodišnje, deveto izdanje Zagreb Film Festivala.]]></description>

<div style="text-align: justify;">&#8220;Unatoč 20-postotnom smanjenju budžeta, i ove će godine u drugoj polovici listopada na zagrebačkim kino platnima domaću publiku dočekati bogat presjek debitantskih ostvarenja autora i autorica diljem svijeta. U narednih nekoliko dana očekuje nas zaključivanje filmskog programa koji ove godine, uz jedan festivalski dan više, uključuje oko devedeset naslova raspoređenih u sedam programa&#8221;, najavio je direktor festivala <span class="Apple-style-span" style="font-weight: bold;">Boris T. Matić</span>. &nbsp;</div>

<div style="text-align: justify;">Iz glavnog dugometražnog programa izdvaja se prvijenac britanskog glumca <span class="Apple-style-span" style="font-weight: bold;">Paddyja Considinea</span>, film <span class="Apple-style-span" style="font-style: italic;">Tiranosaur</span>, nagrađen na ovogodišnjem festivalu u Sundanceu za najbolju režiju te posebnim priznanjem žirija za glavne uloge. Riječ je o adaptaciji nagrađivanog autorovog kratkog filma <span class="Apple-style-span" style="font-style: italic;">Dog Altogether</span>, a govori o neobičnoj ljubavnoj priči između alkoholičara i kršćanske humanitarke. Film <span class="Apple-style-span" style="font-style: italic;">Bagremi</span> debitantski je uradak argentinskog redatelja, scenarista i producenta <span class="Apple-style-span" style="font-weight: bold;">Pabla Giorgellija</span>. Film ceste o vozaču kamiona i njegovih dvoje suputnika na 1500 kilometara dugom putu od paragvajskog Asuncióna do argentinskog Buenos Airesa, s lakoćom je pronašao put do ovogodišnjeg Toronta, San Sebastiána i Cannesa na kojem je i nagrađen za najboljeg debitanta (Caméra d&#8217;Or).&nbsp;</div>

<div style="text-align: justify;">Dokumentarni program među ostalim naslovima uključuje hrvatsku premijeru filma <span class="Apple-style-span" style="font-style: italic;">Marijine</span> <span class="Apple-style-span" style="font-weight: bold;">Željke Sukove</span>, a temu blisku domaćoj publici koju ove godine očekuju stranački izbori, donosi politički dokumentarac <span class="Apple-style-span" style="font-style: italic;">Afrički izbori</span> u kojem autor<span class="Apple-style-span" style="font-weight: bold;"> Jarreth J. Mertz</span> otkriva gotovo karnevalsku atmosferu u pozadini političke kampanje predsjedničkih izbora 2008. u &nbsp;Gani.&nbsp;</div>

<div style="text-align: justify;">Bogat popratni program uključuje otprije poznate i popularne programske cjeline, ali i potpuno nove atraktivne filmske programe. &#8220;Program <span class="Apple-style-span" style="font-style: italic;">Velikih 5</span> donosi aktualne filmske uspješnice iz pet europskih kinematografija – tako će publika, kao i prijašnjih godina, imati priliku pogledati aktualne filmove iz Španjolske, Francuske, Italije, Njemačke i Velike Britanije, s napomenom da se ove godine u sklopu predstavljanja EUNIC mreže prikazuje i film iz Austrije, kao šeste članice ovog europskog udruženja. Moj prvi film ove godine u fokus stavlja prvijence autora bogate danske kinematografije, a uključuje ostvarenja renomiranih autora današnjice poput <span class="Apple-style-span" style="font-weight: bold;">Larsa von Triera</span>, <span class="Apple-style-span" style="font-weight: bold;">Susanne Bier</span> i <span class="Apple-style-span" style="font-weight: bold;">Thomasa Vinterberga</span> te po prvi puta uključuje i kratkometražne uratke istih autora. Program <span class="Apple-style-span" style="font-style: italic;">Kockice</span> donosi aktualne kratkometražne produkcije domaćih autora i autorica, dok <span class="Apple-style-span" style="font-style: italic;">Bibijada </span>uključuje filmske hitove za one najmlađe. Dva zanimljiva nova ovogodišnja programa publici nude nesvakidašnju priliku da pogledaju komunističke vesterne i edukativni erotski film. <span class="Apple-style-span" style="font-style: italic;">Seksualna edukacija na filmu</span> program je u selekciji filmskog kritičara <span class="Apple-style-span" style="font-weight: bold;">Daniela Rafaelića</span> koji predstavlja filmove snimljene kroz 20. stoljeće u različitih društvenim prilikama, a kojima je cilj edukacija o seksualnosti. Program <span class="Apple-style-span" style="font-style: italic;">Red Westerns</span> predstavlja filmove iz specifičnog žanra komunističkog vesterna snimljenih u istočnoj Europi tijekom 1960-ih i 1970-ih godina prošlog stoljeća, a koji su funkcionirali kao odgovor komunista na &#8216;dekadentni&#8217; žanr američkih vesterna. Potonji je program realiziran u suradnji sa <span class="Apple-style-span" style="font-weight: bold;">Ludmilom Cvikovom</span> i filmskim festivalom u Rotterdamu&#8221;, najavio je izvršni direktor <span class="Apple-style-span" style="font-weight: bold;">Hrvoje Laurenta</span>. &nbsp;</div>

<div style="text-align: justify;">Međunarodna suradnja ove je godine posebno intenzivirana kroz predstavljanje nekoliko relevantnih europskih festivala. &#8220;Pored spomenute suradnje s festivalom u Rotterdamu, ove godine predstavit ćemo festivale <span class="Apple-style-span" style="font-style: italic;">goEast</span> iz Wiesbadena kao i jedan od najvećih finskih festivala kratkometražnog filma, <span class="Apple-style-span" style="font-style: italic;">Tampere Film Festival</span>. Cilj ove suradnje jest predstaviti i promovirati domaće filmove iz programa ZFF-a na budućim izdanjima goEast i Tampere Film Festivala. Na taj način Zagreb Film Festival aktivno pridonosi europskoj promociji hrvatske kinematografije. Sljedeće godine takav će vid suradnje biti realiziran s još jednim prestižnim europskim festivalom, portugalskom <span class="Apple-style-span" style="font-style: italic;">Festroiom</span>&#8220;, dodao je Matić. Na ovogodišnjem festivalu održat će se i nekoliko značajnih međunarodnih filmskih događanja: u suradnji s Hrvatskim audiovizualnim centrom, Upravni odbor Europske filmske akademije ove će se godine sastati u Hrvatskoj, a u suradnji s MEDIA deskom Hrvatske, radionica <span class="Apple-style-span" style="font-style: italic;">Moving Danes</span> okupit će ključne ljude iz danske filmske industrije.</div>

<div style="text-align: justify;">Filmovi se u natjecateljskom programu, kao i svake godine, natječu za Zlatna kolica za najbolji dugometražni, kratkometražni te dokumentarni film, kao i za najbolji hrvatski film iz programa Kockice. Pored spomenutih, ove godine po prvi puta uvodi se i Nagrada publike čiji je sponzor T-Com. Kompletan festivalski program i raspored projekcija bit će objavljen desetak dana uoči početka festivala.&nbsp;</div>

										<content:encoded><![CDATA[<div style="text-align: justify;">Taj proces podrazumijeva odbacivanje 35mm filmske kopije i uvođenje digitalne tehnologije u procesu proizvodnje, distribucije i prikazivanja filma. Povodom spomenutih promjena koje hrvatsku filmsku proizvodnju, distribuciju i prikazivalaštvo tek očekuju, &nbsp;u okviru Festivala igranog filma u Puli održan je Okrugli stol o digitalizaciji hrvatskih art i nezavisnih kina.</div>

<div style="text-align: justify;">Okrugli stol je organiziran s ciljem donošenja pisanog zaključka o početku procesa digitalizacije od strane ministra kulture, te kako bi Ministarstvo kulture u suradnji s <a href="http://www.havc.hr/" target="_blank" title="" onclick="" rel="noopener">HAVC</a>-om preuzelo obvezu formiranja službene radne skupine koja će pripremiti projekt, kriterije i pravila za proces digitalizacije tijekom 2012. godine.</div>

<div style="text-align: justify;">Uvod u okrugli stol dala je <strong>Zdenka Višković-Vukić</strong>, ravnateljica <a href="http://www.pulafilmfestival.hr/hr/index.php" target="_blank" title="" onclick="" rel="noopener">Festivala igranog filma u Puli</a>, a okupljene je pozdravio i ministar kulture, <strong>Jasen Mesić</strong>. Tijekom sastanka, predsjednica Hrvatskog audiovizualnog vijeća, <strong>Vera Robić Škarica</strong> govorila je o digitalizaciji u kontekstu strateških ciljeva postavljenih Nacionalnim programom promicanja audiovizualnog stvaralaštva, a predstavnica Hrvatske u <a href="http://www.coe.int/t/dg4/eurimages/default_en.asp" target="_blank" title="" onclick="" rel="noopener">Eurimagesu</a>, <strong>Sanja Ravlić</strong>, govorila je o europskim nacionalnim projektima digitalizacije.</div>

<div style="text-align: justify;">Izvršni direktor zagrebačkog kina Europa i koordinator projekta digitalizacije, <strong>Hrvoje Laurenta</strong>, osvrnuo se na nezavisna &#8220;single screen&#8221; kina u Hrvatskoj, a <strong>Martina Petrović</strong>, voditeljica MEDIA deska Hrvatske, govorila je o natječaju za potporu digitalizaciji europskih kina u okviru programa MEDIA kojeg je objavila Europska komisija u srpnju ove godine. Naime, prema preporuci Odbora ministara Vijeća Europe, ulaganje u digitalizaciju (koje iznosi otprilike 60 tisuća eura po dvorani) očekuje se od strane samih prikazivača i distributera, potom od lokalnih, regionalnih i državnih vlasti i napokon europskih organizacija, kao sto je spomenuti program MEDIA.</div>

<div style="text-align: justify;">U radu okruglog stola sudjelovao je i <strong>Zlatko Jelačić</strong>, predstavnik AVC-a, a prisustvovali su <strong>Krešimir Partl</strong>, tajnik Kabineta ministra kulture, <strong>Srećko Šestan</strong>, ravnatelj Uprave za izvedbene umjetnosti i audiovizualnu djelatnost Ministarstva kulture i <strong>Jelena Pavičić Vukičević</strong>, dogradonačelnica Zagreba.</div>
